Office of the State Controller Releases September Financial Report

For Fiscal Year 2026, when compared to the prior year through September 30, North Carolina experienced an increase in General Fund receipts which include tax and non-tax receipts. Tax revenues increased by $320.2 million or 4.0 percent, and non-tax revenues decreased by $28.2 million, or 6.3 percent as compared to the previous year.

The General Fund’s unreserved fund balance as of September 2025 was $2.8 billion as compared to $3.2 billion as of September 2024.

Personal Observance Leave

Reminder- All eligible employees must use their Personal Observance Leave before the end of the calendar year. Leave that is not exhausted prior to the end of the calendar year is forfeited. Personal Observance Leave is available only to employees of a participating state agency who are permanent, probationary, or time-limited. Temporary employees, interns, and contractors are not eligible for Personal Observance Leave. The total amount of Personal Observance Leave awarded to an employee must be utilized in one work shift.

For Fiscal Year 2026, when compared to the prior year through August 31, North Carolina experienced an increase in General Fund receipts which include tax and non-tax receipts. Tax revenues increased by $284.3 million or 5.8 percent, and non-tax revenues decreased by $16.7 million, or 8.6 percent as compared to the previous year.

The General Fund’s unreserved fund balance as of August 2025 was $1.6 billion as compared to $2.6 billion as of August 2024.
