July 7, 2025 at 9:00 AM   HR-PY Integrated System Payroll Accruals to NCFS

The HR-PY Integrated System’s payroll accruals to NCFS will post the evening of 7/07/2025.

July 1, 2025 at 10 AM   Fiscal Year 2025 tasks for Accounts Payable, Inventory, Accounts Receivable are complete and NCFS is now available for processing. Transactions for Fiscal Year 2026 can now be entered in NCFS.

Some interfaces continue to run now that NCFS is available – please allow till the end of the workday for expected interface and PO data.  

Continue to utilize the NCFS End of Year User Checklist located on the OSC webpage throughout the months of July and August, as needed.

June 20, 2025 at 11:00 AM   For any report for which the “Period” parameter is defaulted to the “Current Period”, users are receiving an error message: ora-04127 error detail single row sub query returns more than 1 row. Please select Jun-25 as the period to run the report and it will render correctly.

We are working to resolve the issue with the “Current Period” selection.
June 11, 2025 at 8:00 AM   Over the past two months, users have experienced an influx of additional email notifications from NCFS related to AP, GL, and IC transactions. We commiserate with how frustrating this issue, and the required workaround has been, and we thank you for your patience.

Users should now be able to update their notification preferences and turn off email if desired using QRG GEN-03 as a guide.

If you still experience issues after making this change, please submit a ticket to the OSC Contact Center so our team can investigate further. Thank you again for your patience as we worked through this issue.
June 5, 2025 at 1:00 PM   The Bank of America (BOA) Pcard Interface that caused invoices to fail in NCFS has been resolved. All missing Pcard invoices have been loaded into NCFS.If you continue to experience issues, please submit a request to the OSC Contact Center at ncfs@ncosc.gov.
June 3, 2025 at 8:00 AM   Production issues experienced over the last 2 weeks related to the Inquire on Detail Balances screen and General Ledger transaction postings have been resolved.  If you experience any additional issues, please submit a ticket to the OSC Contact Center at ncfs@ncosc.gov.
June 2, 205 at 3:30 PM   This morning OSC was made aware of a weekend update in Bank of America’s Works system that is causing Pcard invoices to fail when interfacing to NCFS. Data within the BOA Works System is not populating correctly and Bank of America is aware of the issue and working to correct.  If you are expecting Pcard invoices to be created in NCFS within the next few days, please note that invoice creation will be delayed due to this issue.  OSC remains in close contact with Bank of America, and we will continue to provide updates until this issue is resolved.

Employee time data through June 30th must be approved by July 14, 2025.

Pursuant to G.S. 143B-426.40H, the Office of the State Controller (OSC) is preparing the State’s Annual Comprehensive Financial Report (ACFR). The OSC HR/Payroll team utilizes time data for the year-end Compensated Absences Report which is an integral part of the Annual Comprehensive Financial Report. Vacation and bonus leave balances from the State’s HR/Payroll system on June 30, 2025, is used in this process and must be up to date. Therefore, all HR-Payroll (aka Beacon)-serviced agencies must ensure that employee time data through June 30 is recorded, released, and approved no later than Monday, July 14, 2025.

Agencies following the OSC recommendation of employees entering time and managers approving it weekly will not have to make any changes to accomplish this.     

Final reports for Annual Comprehensive Financial Report use will be produced on July 18, 2025.  The Compensated Absence Report will no longer be sent to the agencies except by special request through BEST Shared Service Center, (BEST@ncosc.gov) or 919-707-0707.
