Policy
The State Controller may authorize a State agency to make expenditures through a disbursing account with the State Treasurer.
Procedures
- The Department of State Treasurer is responsible for submitting the NCFS Bank Account Authorization form on behalf of the agencies to OSC for all accounts owned by DST. For the accounts that are not owned by the State Treasurer then agencies are responsible for submitting the form directly to OSC.
- The NCFS Bank Account Authorization form is intended for additions, changes or deletion of bank accounts in NCFS. The form should be fully completed and signed before emailing it to the OSC Contact Center at NCFS@ncosc.gov.
- The NCFS team will receive the request and notify Department of State Treasurer (for the accounts owned by DST) or the agencies (for non-DST accounts) once the setup in NCFS is complete.
- Once the account number is assigned and warrants are available the agency may begin to use the account in NCFS.
Accounting Guidance
Note: The State Controller may revoke this disbursing privilege at any time if an agency fails to adhere to the rules and regulations agreed to in the Delegation of Disbursing Authority Agreement.
